Introduction
DOA (HKAR-21) Training Course - HKCT

The course begins with an overview of the DOA concept, its history, and the legal and regulatory framework of the Hong Kong SAR, including the evolution of the DOA system. This is followed by a detailed presentation of the HKAR‑21 Subpart J Design Organization Approval (DOA) Requirements, including the related AMC and GM.

On the second day, two Design Organization Handbooks will be presented to illustrate how such handbooks should be drafted and structured. The course will also cover the DOA application process and associated working procedures. The instructor will explain the initial investigation, ongoing surveillance, and the approval process for significant changes to the Design Organization.

At the end of this 2‑day training programme, the participants should have a sound understanding of the airworthiness concept, the Hong Kong aviation regulatory system, HKAR‑21 certification requirements, and the CAD procedures related to type certification, modification and repair, certification arrangements with other authorities, as well as DOA, POA, HTSO, and HPMA.

This course is intended for managers and staff of organisations that are applicants for, or holders of, DOA, POA, HPMA, HTSOA, VSTC, and approvals for minor modifications and repairs. It is also suitable for AOC operators, personnel involved in HKAR‑183 ODA activities, and staff of aviation authorities.

Students who successfully complete the course with an attendance rate of 90% or above will be awarded a completion certificate issued by the HKCT Institute of Higher Education (CTIHE).
