POA (HKAR-21) Training Course - HKCT

On the first day, the POA concept, its history, and the legal and regulatory framework of the Hong Kong SAR, including the evolution of the POA system, will be explained in general terms. This will be followed by a detailed presentation of the HKAR‑21 Subpart G Production Organization Approval Requirements, including the associated AMC and GM.

On the second day, two Production Organization Expositions (POEs) will be presented to provide clarification and enhance participants’ understanding of how to draft such a handbook. The course will also cover the POA application process and related working procedures. The instructor will explain the initial investigation, continued surveillance, and the approval of significant changes to the Production Organization.

Programme Features

At the end of this 2‑day training programme, the participants should have a sound understanding of the airworthiness concept, the Hong Kong aviation regulatory system, POA (HKAR‑21) certification requirements, and the CAD procedures related to type certification, modification and repair, as well as certification arrangements with other authorities.

Managers and staff of applicants or holders of DOA, POA, HPMA, HTSOA, VSTC, minor modifications and repairs; AOC operators, HKAR 183 ODA and staff of Aviation Authorities.

Certificate

Students who successfully complete the course with an attendance rate of 90% or above will be awarded a completion certificate issued by the HKCT Institute of Higher Education (CTIHE).
