The course is designed to provide participants with essential knowledge of the legal requirements for certification of both initial and continuing airworthiness, in the context of international standards and Hong Kong regulations. It also offers a historical review of the evolution of maintenance programmes and detailed explanations of the Maintenance Steering Group (MSG‑3) processes and techniques, as well as all mandatory maintenance requirements linked to aircraft design requirements — such as System Safety Assessment (SSA), Airworthiness Limitations Items (ALI), Certification Maintenance Requirements (CMR), and Critical Design Configuration Control Limitations (CDCCL). This knowledge will enable participants to effectively develop and manage their maintenance programmes.

As the reliability programme is a mandatory component of any maintenance programme developed using the MSG‑3 methodology — both to assess the effectiveness of the current programme and to support programme changes or optimisation — the course also provides detailed guidance on the key processes involved in establishing reliability programmes. Potential challenges associated with managing, analysing, and interpreting reliability data will also be discussed.

Programme Features

This 5‑day course is aimed at enabling participants to :

  • Familiarise themselves with the basic legal requirements relating to Type Certification (TC), Continuing Airworthiness (CA), and Maintenance Programme (MP) development.
  • Gain an overview of the evolution and development of maintenance programmes, together with an explanation of the principles underlying the TC processes, including MSG analyses for Systems and Powerplant, Structures, Zonal, and Lightning / High‑Intensity Radiated Field (L / HIRF), as well as other design‑related requirements such as System Safety Assessment (SSA), Airworthiness Limitations Items (ALI), Certification Maintenance Requirements (CMR), and Critical Design. Configuration Control Limitations (CDCCL) that relate to scheduled maintenance .
  • Understand the processes associated with an operator's management of maintenance programmes, including escalation, de‑escalation, optimisation, and related activities.
  • Become familiar with the documents necessary for the effective management of maintenance programmes, including the Maintenance Review Board (MRB) Report, the Maintenance Planning Document (MPD), and the Approved Maintenance Schedule (AMS).
  • Understand how to establish an effective reliability programme and the essential elements that should be included within such a programme.

This course is suitable for aviation personnel who require an overall understanding of the legal requirements for, and the development of, MSG‑3‑based maintenance programmes, as well as the establishment of reliability programmes used to evaluate the effectiveness of such programmes. Students who successfully complete the course with an attendance rate of 90% or above will be awarded a completion certificate issued by the HKCT Institute of Higher Education (CTIHE).
