Introduction
Basic HKAR-21 Training Course - HKCT

The 2-day course will discuss in general terms the legal and regulatory system in Hong Kong. The course breakdown for this 2-day training course is as follows: During the first day the Airworthiness Concept and Legal Framework of Hong Kong will be explained in general terms. This will be followed by a presentation of HKAR-21 Requirements, AMC and GM.

Subpart H - Certificates of Airworthiness

Subpart M - Repairs
Subpart O - Hong Kong Technical Standard Order (HTSO) Authorisations
Subpart Q - Identification of Products, Parts and Appliances

CAD procedures will be covered in the following subjects :

  1. The validation process of Type Certification
  2. Approval procedures on modification and repair
  3. Acceptance / validation of foreign products on HK registered aircraft the HKAR-21

The programme is structured into 4 key modules :

  1. Airworthiness Concept and Legal Framework
  2. HKAR-21 Requirements, Acceptable Means of Compliance (AMC) and Guidance Material (GM)
  3. CAD Procedures
  4. Panel Discussion
Programme Features

At the end of this 2‑day training course, attendees should have a clear understanding of the airworthiness concept, the Hong Kong aviation regulatory system, HKAR‑21 certification requirements, and CAD procedures for type certification, modification and repair, as well as certification arrangements with other authorities.

Managers or staff from DOA, POA, HPMA, HTSOA, VSTC, minor mods/repairs; AOC operators; HKAR-183 ODA; aviation authority staff.

Certificate

Students who successfully complete the course with an attendance rate of 90% or above will be awarded a completion certificate issued by the HKCT Institute of Higher Education (CTIHE).
